The aim of this project is to promote the territory, as an articulated system of relationships between public and private partners, who, through a “programming” procedure, contributes to the economic development of the entire province.The province of Siena has already many examples of this:

- the “negotiated programming”: the “Patto Territoriale V.A.T.O.” (territorial pact ) (www.patto_vato.etelnet.it) and the “Patto Territoriale Siena Verde” (territorial pact green siena) (www.bictoscanasud.it) represent and testifies the purpose of institutional private and public subjects to operate in a common perspective that aims to determinate an harmonious economic development of the provincial territory in its different productive vocations;

- the “Piano Strategico di Sviluppo della Provincia di Siena” (strategic development plan of the province of Siena) (www.provincia.siena.it) is a part of the interpretative and proposal horizont of the “sustainable development” in its organic conception, i.e. of co- evolution of social development (education, health, culture, security, quality of inhabitation, civil rights), of economic development (employment, income, competitiveness of the enterprises), of the reproduction and valorisation of the environmental resources (physical resources, landscapes), and tries to show concretely the need of programmatic tools and their faesability;

- the “Piano Territoriale di Coordinamento della Provincia di Siena” (territorial plan of coordination of the province of Siena) (www.provincia.siena.it/ptc/) takes part of a system of government of territory organically regulated by the Regional Law n. 5/95. In this law emerges a plan aimed to assign a central role, to assure a territorial development which has to be compatible with the territorial resources , and will have as general reference the programming acts (PIT and PTCP) and programming tools(PRG);

- the “Sistemi Economici Locali” (SEL) (economic local system) are part of the regional programming tools and are based on a large part on the "Sistemi Locali del Lavoro" (SLL) (local systems of work) .As regards the sectorial specialization of the industrial manufacturer SEL, emerge productive systems of strongly monosectorial small enterprises districts and others situations that represent multisectorial features. In the province of Siena have been individuated five SEL through deliberation of the Regional Council of 26th July 1999, n.219:
